Recent Engagements

  • Prepared a foresight capacity-building strategy for the Malawi government’s National Planning Commission, Ministry of Economic Planning and Development, and the UNDP Country Office.
  • Recruited by UNDP in Cambodia to undertake an assessment of UNDP’s response to the Covid-19 crisis and the lessons learned in applying adaptive programming for application in future programming and operations.
  • Engaged with Action Against Hunger US to lead a design team developing an innovative program model to address climate-driven hunger in selected target countries.
  • Completed a year-long assignment supporting the Office of the UN Resident Coordinator in Kyrgyzstan to prepare the UN Country Team’s “Common Country Analysis” and the “UN Sustainable Development Cooperation Framework.”

Dr. Thomas W. Stephens
Dr. Thomas W. Stephens has over thirty-five years of international experience in both the public and private sectors. Prior to forming Prescient360, he was Senior Advisor to the TCC Group of New York and Vice President of Citizens International of Washington, DC. Tom has undertaken numerous consulting assignments in the areas of international economic and environmental policy, strategic planning, project design and management, corporate social responsibility, and business development.

From 1989 to 1997 Dr. Stephens was an economist at the World Bank where he had a range of responsibilities involving World Bank country portfolio investments and management. He conducted over 30 World Bank missions as mission leader/team member negotiating with governments on policy reform, as well as design and supervision of investment projects (Africa, Asia, Latin America, former Soviet Union). Prior to the World Bank, Tom worked for the International Fund for Agricultural Development in Rome, Italy, and the US Presidential Commission on World Hunger.

During his career, Tom has worked in over 40 low- and middle-income countries and throughout Europe and North America.

Dr. Stephens has a BA degree from Vanderbilt University, an MPA from Harvard University, and a PhD from the Graduate Institute of International and Development Studies/University of Geneva (Switzerland). He is fluent in French and Spanish, speaks conversational Italian and has working knowledge of Portuguese.

Dr. J. Flynn Bucy
Dr. Bucy is an accomplished senior consultant in the areas of personal and organizational change, global sustainable development, and entrepreneurship. Dr. Bucy has a unique combination of academic, business and non-profit experience to integrate research and practice in pragmatic capacity-development programs for individuals, teams and organizations.

His background includes staff consultant with Andersen Consulting and VP of Sales for the Government Systems Group of EDS. Major past clients include Chevron, Hewlett-Packard, and World Vision International as well as numerous NGOs and development agencies.

Dr. Bucy earned his PhD from George Washington University in Organizational Behavior and Development, as well as an MBA in International Business from Baylor University. He has taught Entrepreneurship at several major universities and has worked with numerous early-stage organizations anticipating fast growth and rapid change.
